Who build those stone walls in England? And Why?

I just came back from Scotland and what struck me most were those stone walls that snake all across the country. As I understand it, the whole of England is covered with these walls. The walls are made of medium sized rocks stacked loosly on top of eachother, no morter is used. At some places the walls have been damaged or broken down, but a lot is still in tact.

So who built these walls? And why were they built?

Was it "the thing to do" at the time (when was that?) and an easy way to get rid of the stones that littered the crop fields. The thing is, these walls also go through forests. Are the fences of some kind that indicate land properties and ownership? Or are they there tosimply keep the cattle in?
